Step one

Registration And Renewal Explained

Dubai Customs registration runs through Dubai Trade, under Service Centre then Dubai Customs then Request Business Registration. It is fully online, with no manual document submission.

New registration: AED 120 — AED 100.00 per business type plus the AED 20 Knowledge and Innovation fee. The KIF is added to any Dubai Customs service costing AED 50 or above.
Renewal: AED 25 — Renewal is a flat AED 25.00 with no KIF, because it sits under the AED 50 threshold. The amendment fee for business registration is not published.
One code per business type — Fees are charged per business type, so a company needing two roles pays twice. Types include importer, exporter, broker, clearing agent, shipping line agent and airline agent.
Three documents to uploadTrade licence copy, the authorised person's passport copy and their Emirates ID copy. Updates are sent to the registered email address.
Codes generate after payment — Document approval is typically within 3 business days. The Business Code and Agent Code generate after payment, which also activates the Dubai Trade login.
Users and digital certificates — Users are created with a Trader or Broker Representative role to reach Mirsal 2, the declaration system. Every user who will submit declarations needs a digital certificate.

Per shipment

What Every Shipment File Needs

Each declaration is filed per shipment and completes in 2 working hours. Channels are the customs centre, the website, mobile web and B2G, under the Zadi bundle.

Commercial invoice — The invoice supports the declared value. Valuation is on CIF, meaning cost, insurance and freight, under the GCC Common Customs Law.
Packing list — Required with every declaration. Quantities on the packing list must match what you declare, because invoice-level corrections carry a fine.
Certificate of origin — Required with every declaration. Origin and classification together decide the duty you pay.
Permit from restriction entities — Needed where the goods are regulated. Attach it with the other papers before you pay.
Correct HS code — The GCC has moved to a unified 12-digit HS code structure, up from 8 digits. Take the code from the Dubai Customs Integrated Customs Tariff rather than guessing it.
Confirmed totals — We never pay a declaration or duty without confirming the exact total with you first, and we never type your Dubai Trade password.

Government duty rates, exemptions and declaration fines set by Dubai Customs. Amendment is not allowed where there is a collected claim, the declaration is under audit, a Makkasa has been issued, or the time limit has expired. Cancellation is not allowed once cargo is released.

No. A trading licence alone does not let you import through Dubai. Dubai Customs business registration is a separate step that produces your Business Code and Agent Code. Clients routinely forget it until a shipment is sitting at the port.

Amending invoice-level goods information carries a fine of AED 500. Cancelling an Import declaration in order to issue an Import-for-Re-export declaration carries a fine of AED 300. Amendment and cancellation are also blocked in some situations, such as when cargo is already released or the declaration is under audit. Check HS codes, values and quantities before you submit.
