What we cover

Four Emirates ID transactions

Each of these is a separate ICP service with its own fee stack and its own conditions. We identify the right one, assemble the file and track it to card delivery.

New identity card issuance — Turnaround is 5 days. For residents the fee is AED 100 per year of residence plus AED 100 smart services. The service depends on Issuing Residency Permit or Renewal of residency permits, and since 2022 the Emirates ID is the residence visa, so the two run together.
Identity card renewal — Also 5 days, on the same fee scale. The passport must be valid for at least 3 months. Renew once the card has expired, or with under 1 year remaining for UAE citizens and under 6 months for non-citizens.
Replacement of a lost or damaged card — AED 300 plus AED 100 smart services, over 5 days. The new card carries the same validity as the lost one. Urgent handling adds AED 150 and must be requested at an ICP service centre.
Data update — Changes to phone, email or address cost AED 50, the smart services fee only. The update must be made from the customer's own account, and family members are updated through the sponsor's or head of family's account.
Combined Emirates ID and passport renewal — Where the passport and the card fall due at the same time, ICP has a combined Emirates ID and Passport Renewal service. We use it instead of filing two separate applications.
Refunds and delay-fee exemption — Refund of Fees takes 5 days and needs a bank certificate showing the account number and IBAN. Only issuance fees are refundable; application fees and smart services fees are not. A Request for Exemption from Delay Fees takes 2 days and is filed alongside the ID card request with proof from the competent authority.

Documents and channels

What to bring and where it is filed

ICP pulls what it can through institutional linkage, so the upload list is shorter than you might expect. The items below are the ones still asked for.

Core documents — Passport and a personal photo to ICAO standard. GCC citizens present a valid GCC ID card. Students need an enrolment certificate and employees need proof of employment.
Home-country ID card — Nationals of Afghanistan, Iran, Iraq and Pakistan are asked for their home-country ID card on many applications. We confirm this before the file is submitted.
Where the file goes — ICP Smart Services at smartservices.icp.gov.ae runs 24/7, alongside the UAEICP smart app. Customer Happiness Centres cover Abu Dhabi, Dubai, Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah. The call centre is 600 522 222 inside the UAE, or 171.
Dubai files run differently — ICP handles identity and immigration federally, while Dubai runs its own equivalents through GDRFA-Dubai. On a Dubai file GDRFA usually leads and ICP issues the Emirates ID. For the other six emirates ICP handles the matter end to end.
Employers cannot file the card — The ICP Establishments portal is built for visas and residencies. The Establishments user guide barely mentions the Emirates ID and says nothing about the urgent service. The card lifecycle stays with the individual, who must attend a centre in person.
Domestic workers — A domestic worker's residence is cancelled through MOHRE or the Domestic Work Bundle, and that cancellation includes the linked Emirates ID. The identity card is not cancelled separately.

Common Questions.

For residents the issuance fee is AED 100 for each year of residence, plus a smart services fee of AED 100. A two-year card therefore carries AED 200 in issuance fees and AED 100 in smart services fees, a total of AED 300 in government fees. Urgent handling adds AED 150.
ICP states 5 days for identity card services, including new issuance, renewal and replacement. Most other ICP services complete in 2 days. Urgent handling is available on ID card services for AED 150, but it must be requested in person at a service centre and the card is collected there.
You apply for a replacement for a lost or damaged card. The government fee is AED 300 plus AED 100 smart services, over 5 days. The replacement card carries the same validity period as the card it replaces, so you do not gain or lose time.
UAE citizens may renew once the card has expired or with under 1 year remaining. Non-citizens may renew once expired or with under 6 months remaining. The passport must be valid for at least 3 months, and the renewal photograph must not be identical to the one on the current card.
Yes, through the Data Update service, which costs AED 50 as a smart services fee only. It must be done from the customer's own account, and family members are updated through the sponsor's or head of family's account. Where a replacement card is issued for a data update at a centre, the fee is AED 150.
ICP applies AED 20 per day for late reporting of personal or civil data changes, capped at AED 1,000. The same rate applies to late newborn registration after four months. A Request for Exemption from Delay Fees can be filed alongside the ID card request, with proof from the competent authority, and takes 2 days.
