The screening

What the medical fitness test covers

Under Law No. 7 of 2008 and Decree No. 5 of 2016, a Medical Fitness Certificate confirming freedom from communicable diseases must be issued when a Dubai residence visa is issued or renewed. The service applies to applicants aged 18 and above.

✓ Blood screen — The laboratory screen covers HIV, Hepatitis B, Hepatitis C and Syphilis.

✓ Chest X-ray — Imaging for pulmonary tuberculosis. Smart Salem describes the X-ray as taken if required, and the published rules do not state the exemption criteria, so we do not promise either way.

✓ History and vitals — Smart Salem also records medical history and vitals as part of the visit.

✓ Attendance in person — The blood draw, X-ray and biometric capture cannot be delegated. We can book and pay; the applicant must attend.

✓ Documents on the day — Original valid Emirates ID or original passport, the registration form and a recent photograph. At Smart Salem, bring the visa application or status-change paper.

✓ Time on site — About 20 minutes at a government centre and about 10 minutes at Smart Salem.

DHA's own typing fee is AED 52.50; commercial typing centres charge above that. Delivery time is counted during official working hours and DHA reserves the right to amend prices.

A separate DHA service with a 45-minute delivery time, booked by e-appointment on the website. It runs on the same SALEM subscription. Documents: typed application form, original valid Emirates ID or passport, residence visa copy and a recent photograph for the medical report. The fees below are DHA authority fees.

Filing and results

How the file is filed and cleared

There are three routes into the SALEM system, and one destination for the result. Dubai Health operates 25 medical fitness centres, including three Smart Salem sites at Index Tower DIFC, Dubai Knowledge Park TECOM and City Walk.

✓ SALEM company account — Open to companies with more than 50 employees. Applications are filled directly online with no service centre visit. Registration needs the trade licence, establishment card and the MOHRE employee list.

✓ Typing centre — For companies with fewer than 50 employees and for individuals. DHA publishes a list of accredited typing centres.

✓ Smart Salem — Open to individuals, families, corporate employees, free zone and mainland entities and domestic staff. Walk in or book online, with no typing centre needed.

✓ Results reach GDRFA — Results are transmitted to GDRFA electronically, so there is nothing to submit onward. A fit certificate arrives by email from government centres, and by SMS and email within 30 minutes at Smart Salem.

✓ Emirates ID biometrics — On the Smart Salem new-visa product, a preferred biometrics appointment is scheduled at the nearest Government Services Centre. Smart Salem does not perform the biometrics itself; the applicant still attends.

✓ If the result is unfit — The sponsor or PRO must attend Block 7 at Al Muhaisnah Medical Fitness Centre in person during working hours. The employee cannot resolve it alone.

Common Questions.

New applicants and residents of Dubai need a Medical Fitness Certificate to have a residence visa issued or renewed. The legal basis is Law No. 7 of 2008 and Decree No. 5 of 2016. SALEM states the service is for applicants aged 18 and above.

The blood screen covers HIV, Hepatitis B, Hepatitis C and Syphilis, and a chest X-ray checks for pulmonary tuberculosis. Smart Salem also records medical history and vitals. We do not interpret results; the centre issues the certificate.

The Medical Fitness Certificate is valid for three months. We sequence the medical against the rest of the residence file so it does not expire mid-process. Delivery times are counted during official working hours.

Regular at AED 250 suits a file with no deadline pressure. Express at AED 700 returns a result in 6 working hours and VIP at AED 1,020 in 2 working hours. Smart Salem matches Express on price at AED 700 but returns the result in 30 minutes, so at that price point it is usually the better choice.

Companies with more than 50 employees can register for direct SALEM access. The subscription is AED 1,622.25 per user per year and takes 15 working days to set up. Smaller companies use an accredited typing centre, or the employee attends Smart Salem.

Results are transmitted to GDRFA electronically, so nothing is submitted onward by the applicant or the sponsor. Government centres send the fit certificate by email, and Smart Salem sends results by SMS and email within 30 minutes. If the result is unfit, the sponsor or PRO attends Block 7 at Al Muhaisnah.
