In brief

Dubai property services, in brief.

The Dubai Land Department (DLD) registers property sales, gifts, inheritance transfers, mortgages and tenancy contracts in Dubai, issues title deeds and valuations, and runs its own Golden Visa and investor visa desks for property owners.

Anyone buying, selling, gifting, renting out or inheriting a Dubai property needs at least one DLD service. My Eloah Business Hub identifies the right service and channel, works out the full government cost and prepares your documents.

Residence through property

Three property visas, compared.

DLD publishes one all-in fee for each visa. It covers the medical examination, Emirates ID, residency confirmation, DLD fees and administrative fees.

For the 10-year Golden Visa the applicant must be inside the UAE and must attend the service centre in person; a representative cannot apply. A mortgaged property is accepted with a bank no-objection letter showing the amount paid and the balance. Family permits are charged separately. The 2-year investor visa also needs a Good Conduct Certificate issued in Dubai.

Documents

What to have ready.

The list depends on the service. These are the documents DLD asks for most often.

Real estate licensing

Broker licences and practice cards.

DLD licenses 21 real estate activities through its Trakheesi system, where the Real Estate Regulatory Agency (RERA) practice cards are also issued.

Licence

Brokerage licence: AED 5,000 a year

Brokerage and most other real estate activities cost AED 5,000 a year plus AED 20. Development costs AED 25,000 and leasing and management for others AED 15,000. DLD lists one working day.

Practice card

Broker card: AED 520

Each broker needs a practice card at AED 500 plus AED 20, issued as an e-card. To renew, the holder must have passed the annual test. An evaluator card costs AED 5,000.

Order

Trade licence first, card after

Apply for the Dubai trade licence first, register in Trakheesi, then apply for practice cards once the real estate licence is approved. A Freezone company also needs a no-objection certificate from its licensing authority.

Common mistakes

Four ways people overpay or stall.

Most problems come from choosing the wrong service or arriving without one document.

Visa

Paying more for a shorter visa

The 2-year investor visa costs AED 10,212.50 and the 10-year Golden Visa costs AED 9,884.75. If your property was bought for AED 2,000,000 or more, the Golden Visa is cheaper and five times longer.

Gift

Gifting without a valuation

A gift registration needs a valuation first and attested proof of relationship. Gifts are limited to first-degree relatives or companies and are not allowed on restricted or granted land.

Proof

Ordering a valuation for simple proof

To show that you own a property, the Owned Property Certificate costs AED 70 through Dubai REST or the DLD website. A residential valuation costs AED 4,000 plus AED 20.

Brokers

Letting the broker exam lapse

If an agent's annual broker exam has lapsed, the card renewal fails. Without current cards the real estate licence renewal stalls.

How it works

Six steps to a resale transfer.

A typical sale of a completed property between two individuals, registered at a Real Estate Trustee Centre.

  1. Confirm the service and the full cost

We work out the 2% fee for each side, the fixed fees and the partner fee for your sale value before anyone pays.

  2. Get the developer e-NOC

In a freehold area the developer issues an electronic no-objection certificate through the Dubai REST app.

  3. Attend a Real Estate Trustee Centre

Buyer and seller attend with their Emirates IDs, or passports if they are non-residents.

  4. Pay the DLD fees

Fees can be paid by manager cheque, credit card, Noqodi Wallet, bank transfer and other DLD payment methods.

  5. Receive the title deed

DLD registers the sale and issues the title deed certificate; the listed service time is 25 minutes.

  6. Apply for a property visa if you qualify

With the title deed you can apply for a Golden Visa or a 2-year investor visa, typically issued in 7 to 10 business days.
